I checked the resistance between ground and the 1.25v spot and it read 30ohms so I sanded the edges a bit more and now it reads 19ohms should I continue sending more?Yes great idea to check the capacitors.

Ok thanks also I checked continuity and all these are connected to groundThe 1.25V uses higher current, it will have lower resistance naturally. It's OK. I think you are looking in wrong direction.
Ok thanks so should I get a new motherboard?The resistance is low enough to trigger false continuity. I am saying you dont have a short there.
