i'm just getting no signal, and the CPU/GPU arent heating up, so i assume it's off.1.15 and gnd have 30 Ohm so yeah i think that's fine,. is there any reason for 1v to do the short beep thing? i just tap it with the multimeter and it beeps for a bit then stops entirely. 1V to GND measures ~60Ohms.Measure the resistance between 1.15 and GND. It's generally around 30 ohms, which is often enough to trigger continuity. I'd measure your resistance on the 1v line, because I don't think it should be that low.
Also, when you say not booting, are you getting a black screen, or no signal?
