Wii Resistance Issue

I had brought this up in my other thread however that thread was supposed to be a screen question and is veering away from being a screen question and into something else entirely. I thought it would be appropriate to make a new thread to address this new issue. When testing the Wii I found I had next to no resistance on the 3.3v terminal. I thought the Wii might be fried however @CrazyGadget suggested that the board might be salvageable. I have done a lot of sanding on the board and I seem to be getting some resistance now on that terminal but not nearly what I should be. I can't seem to find any blobs of solder anywhere that might be an issue. If anyone is seeing something that I'm not seeing the advice would be greatly appreciated.

- give it some good sanding up to 800 grid
- remove all cut through components
- clean pcb with a brush & IPA

Don't sand any more on this side tho, or you'll need to relocate the NAND's 3.3v supply

Ok, I'll do some more sanding and I picked up some isopropyl alcohol today. Could that capacitor be the issue with the resistance. Issue. The capacitor is in tact but I can't tell if the vias is fine or not.

Update:

It actually worked. After more sanding than I ever want to do again it actually worked. Got between 5.5-6k ohms resistance where there was none before. I'll hook up for a composite video test this afternoon and hopefully we'll get some picture

Further update:
Finally tested tonight and got this. Thank you all for your help and guidance. It has helped out a lot.
